National Service Reserve Corps
The Alumni Reserve Corps is currently in concept form only. It is one of AmeriCorps Alums' strategic priorities over the next three years. As it gains traction, we will alert our alumni members of the progress and how to engage.

To mobilize alumni of AmeriCorps National Service to provide the skills and experience necessary in times of crisis and to address the challenges faced by communities across the country.

Background and Rationale

Alumni of AmeriCorps, half a million strong, represent a growing and capable resource that can meet the workload surge following a disaster as well as provide valuable and experienced service in targeted issues of local and national concern, such as failing schools, environmental projects, or special needs for out-of-school time.

Alumni could be more easily engaged to respond to crises, such as natural disasters, and other priority national needs if the information management systems, readiness training and deployment capacity were developed and if minimal incentives were available for alumni volunteers ready to be called back into service.

Proposed Deployment Model:

A Reserve Corps model would deploy AmeriCorps Alums in 30-day assignments. These assignments would be renewable a maximum of two more times for a total of a 90-day deployment. Registered, trained and pre-certified Reserve Corps members would be available to deploy in disaster responseas well as during needs for short-term service surges in experienced service personnel. Some examples of eligible deployments could include:

  • In disaster response, reserve corps members could staff volunteer reception centers, support American Red Cross Mass Care and Shelter Operations, and lead teams of group volunteers working with NVOAD members
  • Supporting summer service-learning activities for youth as camp counselors, Boys and Girls Club volunteers, etc
  • Mobilizing in teams on discrete environmental conservation and restoration projects, such as an emergency clean-up or a 3-month
  • Serving as volunteer coordinators with Habitat for Humanity during peak programming periods like Spring Break and summer months
  • Serving as a classroom tutors in a public school systems that need additional support to meet NCLB requirements

Proposed Framework for Maintaining and Administering the Program

  • Program could mirror the National Guard's annual training and preparedness program—20 hours of training each year to remain certified. Training comprised of core curricular components with specialization in certain fields
  • Prospective alumni will apply through a national registry to identify their time availability, location, and special skills
  • Deployed volunteers will be provided a voucher that can be applied for service with an approved relief or resettlement agency. Voucher can cover the volunteer's transportation to region, room and board expenses, and in some cases authorize hosting agency for reimbursement of some engagement expenses (supplies, etc.)
Approved disaster relief agencies include large disaster responders such as the American Red Cross and members of National Voluntary Organizations Active in Disasters (NVOAD) as well as a fast-track field certification through FEMA Joint Field Office for grassroots and faith-based organizations responding to the disaster.
